He was a professor of Political and Administrative Law of the Universidad de Santiago, lawyer and president of the Sociedad Económica de Amigos del País of the city of Santiago and of the Academia Compostelana de Jurisprudencia. Senator (1891-1900) on behalf of the northwestern economic companies, he was the son of Ramón de Parga y Chans Montenegro and Rita Torreiro Varela. Graduated in Law by the Universidad de Santiago in 1860 and Doctor by the Universidad Central in 1865.

He worked for three years, by popular election, the position of town councilor of the City Council of Santiago.
Administrator and director of the Caja de Ahorros-Monte de Piedad of Santiago.
Member of the Real Academia de Legislación y Jurisprudencia.
Honorary member of the Real Academia de Ciencias Morales y Políticas.
Commander of the Real Orden de Isabel la Católica.
