He was a professor of Political and Administrative Law of the Universidad Central. He was General Secretary of the Universidad de Madrid, provincial deputy and parliamentary deputy, senator by the province of Málaga in 1898, although he did not swear in. Son of Francisco de Paula Mellado and Isidra Leguey, he was a graduate and doctor in Law by the Universidad Central.
He was appointed professor of Institutions of Public Finance of Spain of the Universidad Central de Madrid in 1876, professor of Compared Political Law in 1882 and he asked for the chair of Political and Administrative Law in 1888, which was approved.

Academician of the Real Academia de Jurisprudencia y Legislación, of which he was first vice president.
Member of the Board of Management and Government of the Colegio de Sordos, Mudos y Ciegos.
He did brief translations from French and wrote several literary contributions in the 1860s and 1870s for the magazine Museo de las Familias. He founded and run in Madrid the newspaper Flor de la Infancia and was part of the writing of the magazine Gente vieja, to which he contributed with some articles.
He was a parliamentary deputy in Madrid.
Chosen parliamentary deputy by the district of Ponce in the elections of the 5th of March, 1893.
