He was a Spanish professor of Administrative Law. He was son of Enrique García Díaz, industrialist, and of Florentina Oviedo Velasco. Graduated in Law by the University of Seville in 1905, he obtained his doctorate from the Central University of Madrid the following year. He was habilitated for the chair in 1912, which would keep him united to the University of Seville until his jubilation. He was Dean and Rector in the same university.

Between 1913 and 1914 he enjoyed a scholarship at the University of Berlin where he continued his studies of administrative law.

Other notable positions and merits were:

President of the Ateneo de Sevilla.

Member of the Consultative National Assembly of 1927 of Primo de Rivera.

Great Cross of Alfonso X the Wise.
