He was a Spanish professor of Law, son of José Gascón Gimbao and Rafaela Marín Baquero. His brother Joaquín was professor of Anatomic Technique in the University of Salamanca.

He graduated in Law in 1894 and in Philosophy in 1895, year in which he also obtained the doctorate level in Law, from the University of Madrid too.

He received the chair of Political and Administrative Law from the University of Seville in 1902. He was appointed professor of public and private International Law in the University of Zaragoza in 1907. He was part of an exchange program of professors with the University of Bordeaux (France) in 1908.

It was not until 1916 when he became part of the University of Madrid as a professor of Administrative Law. In addition, he was in charge of the chair of Social Politics and Compared Legislation of the job that had been left vacant due to the retirement of Gumersindo de Azcárate.

Among his positions and honours are:

Dean of the Faculty of Law in the Central University.

Minister of Public Instruction and Fine Arts during the last government of the monarchy of Alfonso XIII.

Politician of the Partido Liberal, follower of Santiago Alba.

Cross of the Legion of Honor granted by the French government.
