Spanish professor of Natural Law, he was son of Pedro Manuel González de Castejón y González de Castejón, marquis of Vadillo, baron of Beorlegui and viscount of Arberoa, nobility titles that Francisco Javier inherited, and of Manuela María Elío y de Mencos. He married María Ignacia Entrala Lennoy and they had five children: Pedro, Manuel, Hortensia, Francisco Javier and María Dolores.
Between 1900 and 1905 he was minister of Grace and Justice, of Agriculture, Industry, Trade and Public and Governance Works. He was appointed Civil Governor of Madrid in 1907 and, between 1913 and 1914 he was again head of the Ministry of Grace and Justice. Moreover, among other honors, he was named life Senator in 1915 and were granted to him the Great Cross of Saint Gregorio Magno by the Pope León XIII in 1901 and the Great Cross of Isabel the Catholic in 1907.
