Lawyer, provincial deputy and senator, although he became professor as head of Ecclesiastical Discipline, he worked with the chair of Political and Administrative Law at the University of Santiago until his retirement in 1918. Son of Felipe Gutiérrez de la Peña y Piñeiro and Juana de Quiroga y Puga. He obtained the degree of graduated in 1867 and the degree of doctor by the University of Santiago in 1869. He obtained the chair of Discipline of the Church at the University of Granada in 1881 but he asked for a swap to the same subject at the University of Santiago, which was granted to him. He obtained the chair of Spanish Civil, Common and Foral Law in 1883 and was appointed professor of Political and Administrative Law of the University of Santiago in 1884.
