He was a Spanish professor of General History of the Spanish Law. Son of Fidel Mantilla Recio and of Antonia Ortiz Gutiérrez, he was a responsible student; although it seems like he went through some financial troubles. By the beginning of 1904, he obtained the degree of doctor in law and, in 1897, in Philosophy and Humanities, being both academic titles issued by the Universidad Central de Madrid.
After some years as a free assistant professor of Spanish Literature, he briefly worked in the vacant chair of that specialty, always linked to the Faculty of Philosophy and Humanities of the Universidad de Valladolid.
Finally, he achieved the chair of History of Law and worked on it at the faculty of law of Valladolid until his demise.
Among his studies and publications it is relevant his discourse about the Right of the Jews of Castile in the period of their expulsion. (Read at the Universidad de Valladolid during the official inauguration of the academic year from 1918 to 1919).
