He was a Spanish professor in Procedure Law and son of Valentín Silva Ordóñez, a tailor born in Torrelavega, and Luisa Melero Herrera, born in Oviedo. He studied Law at Universidad de Oviedo and obtained his doctorate from Universidad Central de Madrid. He was awarded a scholarship to study Civil Law at the University of Berlin during the academic course 1928-1929.

During the Civil War, he was Honorary Captain of the Juridical-Military Corps. Regarding his academic and professional career, it was linked to his position as professor and Rector in Oviedo, although he was also a Provincial Delegate of Justice and Law of the National Movement in Asturias.

In the 60s of the 20th century, he became part of the first Supreme Court as a magistrate, and since 1973 as President of the Institution. Moreover, he was a member of the Council of the Kingdom and a Court lawyer during his time as a Rector, in representation of the Universidad de Oviedo.

In 1977 he was appointed, by Royal order, Senator of the first democratic Courts after Franco’s dictatorship.

Among his works we find “The Procedural Proof”, which has been edited many times and is a relevant reference in the field.

He obtained the Grand Cross of the Civil Merit, the Grand Cross of the Order of San Raimundo de Peñafort and the Grand Cruz of Alfonso X the Wise, among others.
