Spanish doctor and writer that exiled in Mexico, son of Ceferino Palencia Alvarez-Tubau and Isabel Oyarzabal Smith. He started his studies in the " Maristas de Nuestra Señora del Pilar" school, and later studied Medicine. He was member of the "Federación Universitaria Española" (FUE) and the Socialist Party (PSOE). When the Spanish Civil War started, he moved to the Embassy of the Baltic States because his parents were sent there. During the conflict, he was sent to the Air Forces and later to the General Army in Teruel. He was also director of the Vic Hospital and joined the Military Doctors Tribunal.
He exiled in France, Sweden and Mexico. In France, he was in Les Aras concentration camp. He entered Mexico through Nuevo Laredo (Tamaulipas) the 28th June 1939, along with his cousin Juan de Oyarzabal Orueta. His family arrived shortly before they did: his mother Isabel Oyarzabal Smith, his father Ceferino Palencia Álvarez, his sister María Isabel (Marissa) Palencia Oyarzabal with her husband Germán Somolinos D'Ardois, his cousin Juan Enrique Somolinos Palencia (Jan), who was born in Stockholm in 1938, and his uncle's brother Alejandro Somolinos D'Ardois.
In Mexico, he worked in the General Hospital and the "Benéfica Hispana". He collaborated in the Survival, Evasion, Resistance and Escape (SERE) and worked in Inngram and André Bigaux laboratories. He also wrote some articles and essays for "Novedades" and "Revista Médica" magazines, and published the book "La Ruta de la Independencia".
