Justo Briceño Otálora (Mérida, July 17, 1792 - Caracas, April 2, 1868). He was a Venezuelan soldier who participated in the Independence of Venezuela and Colombia. In 1810, he joined in the army. In the War of Independence of Venezuela, under the orders of Francisco Miranda (1750-1816), he participated in the campaign of Valencia. He was wounded in the Battles of La Puerta (1814), Carúpano (June 1, 1816), Los Alacranes and Pantano de Vargas. He also was Governor of the Zulia between 1821 and 1827. Between November 1, 1830 and May 3, 1830 he held the management of the province of Socorro. He was appointed Commander of the Boyacá division, participated in the conspiracy of the uprising of Velez and dismissed to the Governor of Socorro, Ramon Ponce, turning him in Civilian Head and military of the province. He moved his headquarters of Cúcuta to Sogamoso and with his troops attacked the Casanare Division. He suffered important casualties, was pursued until Cerinza, where he was defeated and undertook the flight. In Venezuela, he promoted the ?Revolución de las Reformas? - Revolution of the Reforms-, military movement in Venezuela between June 7, 1835 and March 1, 1836 against the Government of José María Vargas, but when he was defeated, he was into exile in Curacao. Later, he supported President José Tadeo Monagas (1784-1868) against the uprising of José Antonio Páez (1790-1873), he was Head of the operations, and when he was victorious, was promoted to Major General. Later, he betrayed Monagas and helped to depose him. In 1863, he was promoted to General in Chief.
