Spanish politician, diplomatic and aristocrat. He was IV Count of the Laguna de Términos and also carried out some jobs in the Spanish administration. In March 1801, he was designated Consul and Agent-general in Paris with honors Commissary General. In 1803, he was granted with the "Cruz Supernumeraria de la Real Orden de Carlos III con pensión sobre los fondos de la misma".
In 1808, he was President of the "Junta de Correos de Madrid". At the suggestion of the "Cortes Generales", Fernando de la Serna was designated the 20th October 1813 by the Council of Regency in order to manage the Secretary of state. He was also member of the Finance Council, State Counsellor and honorific academic of the "Real Academia de la Historia".
