History:

Spanish politician and diplomatic who was born in Madrid and died in the same city. He was son of José García de León y Pizarro Ribera, President of the Real Audiencia of Quito, and María de Frías. He was State Secretary between 1812-1813 and 1816-1818. He was also designated interim State Secratary of Justice in 1816. He was granted with the Great Cross of the Order of Charles III and, in 1817, was designated State Councilor.
