Spanish miner and unionist. He began working in the Asturian mines at the age of 16. He traveled to France in order to meet with other trade unionists that lived in exile.

Avelino Pérez Fernández was arrested and sentenced to one year in prison on charges of distributing propaganda and belonging to an illegal political organization. After this, he went into exile in France (1962), where he remained linked to the union and to the party. Occasionally, he travelled to Spain in hiding. He attended the XXVII and XXVIII Congresses of Unión General de Trabajadores (UGT/General Union of Workers), which were held in Toulouse.

At the end of 1975 he returned to Spain and he benefited from the 1977 amnesty. Between 1977 and 1979 he was the Secretary‑General of the UGT in Asturias. He was deputy in the Congress in the I parliamentary term between 1979 and 1982, regional deputy in the General Board of the Principality of Asturias, and city councillor of Langreo City Council.
