He was a Peruvian military, politician, IV Marquis of Torre Tagle, and Marquis of Trujillo. He was considered the Hero of his country. He belonged to the Creole nobility. He was the son of the III Marquis of Torre Tagle, José Manuel de Tagle y Isasaga and of Josefa de las Mercedes Portocarrero y Zamudio. From a young age he was associated with the independence movements of the liberator José de San Martín. He began his military career in 1790 as a standard-bearer of the "Regimiento de Dragones of Lima" (mounted infantry). He became Navy and War Officer, and the Sergeant Major of the Regime of Distinguished Volunteers of the Spanish Concord of Peru. His liberal inclinations led him to collaborate with the newspaper El Satélite Peruano.
He was elected representative of Lima in the Cádiz Cortes (Parliament) on March 29, 1813. He moved to Cádiz where he showed his support for the Latin American independence. In 1815 he was promoted to infantry brigadier by the Order of Santiago. He remained in Madrid until 1817, when he moved to Seville and, finally, in July 1819 returned to Peru.
He became the second president of the Republic of Peru. In 1821 he was promoted to Field Marshal and in 1822 José de San Martín granted him the title of Marquis de Trujillo.
He married twice. The first marriage took place in 1800 with Juana García de la Plata Miñambres, who died in 1811. The second one was with Mariana Micaela Echevarría Santiago y Ulloa. Only two of his daughters survived: Josefa de Tagle Echevarría, V Marquise de Torre Tagle, and María de la Asunción de Tagle Echevarría.
