History:

Spanish politician, writer, and civil servant. He was born in Zamora on 14 March 1931. He has lived in Bilbao since his youth. Degree in Law and Secretary of Administración Local de Primera Categoría (Local Administration of First Category), as well as employee in the field of private enterprise as an expert in communication and corporate marketing. He is the founder of the Asociación Vizcaíno de Relaciones Públicas (Vizcaíno Association of Public Relations). He was elected UCD Deputy (Unión de Centro Democrático) for Vizcaya in the Constituent Cortes in 1977. He has published newspaper articles and he has given conferences in business and social circles. In March 2011 he published his only novel Donde siempre a la misma hora, a kind of fictionalized chronic from the Transition until today.
