He was a lawyer, magistrate and government representative. He was the son of Manuel Ignacio Moreno Silva Santisteban, Perpetual Alderman of the Cabildo of Guayaquil, and María Antonia Manuela Morán de Butrón del Castillo. He studied at the College of San Carlos de Lima and obtained a doctorate in Canon Law at the University Of San Marcos. He was a judge at the Court of Guatemala, lawyer at the Royal Court of Lima, temporary prosecutor of the Court of Quito, judge of Valencia and Minister of the Court of Madrid. He was the Government Representative of Quito (Viceroyalty of Peru) in the Cádiz Cortes (parliament). He was elected through the procedure of America and the Philippines. However, the Cortes of Cádiz dismissed him from the position because he was not a native of the district that he was representing.
