History:

He was a lawyer, professor and government representative. He was the son of the Spanish soldier Vicente Antonio Morales Segura and Limean woman María Mercedes Duárez de la Quadra. He studied Theology in the Seminary of Santo Toribio. He was a graduated in Arts and Canons and Doctor in Theology from the University Of San Marcos Of Lima, of which he became Professor between years 1792 and 1794. In addition, he was Lawyer of the Court of Lima and the Alternate Government Representative of the Viceroyalty of Peru in the Cádiz Cortes (1810-1813), the parliament. Thus, he became Vice President of both institutions, taking Ramon Power y Presidente's place, although he barely occupied the position due to an illness. He was one of the signatories of the 1812 Constitution. He died that same year in Cádiz.
