He was the bishop of Panama and a government representative. He was the son of Bernardino Cabarcas and Tomasa González de Argüelles. He was a doctor of theology at the Del Rosario University (Santa Fe). He began his ecclesiastical career as master teacher at the Cathedral of Cartagena de Indias, a position he also held at the Cathedral of Panama, of whose diocese he became bishop in 1836. He was loyal to the Monarchy but in favor of liberalizing economic measures that contributed to the development of the Panamanian isthmus, he was a constant support to the realist cause to which he contributed with economic donations. His election as representative represented a triumph of his most conciliatory and moderate ideas against the conservative radicalism of Bishop Manuel González de Acuña. In 1813, he arrived in the Iberian Peninsula, where he defended the Panamanian interests and the privileges of free trade as a necessary measure to avoid the rupture with Spain. He was re-elected representative in 1820, during the Liberal Triennium. While he was absent, Panama's independence took place, to which he had always opposed and he feared that his return would bring some kind of retaliation. Nevertheless, he did return to Panama without any problem and even became a bishop. His work at the head of the bishopric was focused on improving the education of his parishioners.
