History:

Spanish devotee and government representative. He was son of Blas Antonio de Couto y Avalle and Rosa Josefa de Ibea. He studied at the Palafoxian Seminary and received a PhD in Theology from the Universidad Pontifica de México. He was the Rector of the Colegio de San Ildefonso.

In 1810, he was elected government representative of New Spain in the Cortes. He defended the right of the American Indians to buy properties. Moreover, he was against the free trade with the British government and the mediation of the English in the American conflict. He was also a member of the commission in charge of drafting the constitutional article on freedom of press. With the return of King Ferdinand VII to the Spanish throne, Couto Ibea was reported to the authorities, persecuted and imprisoned, being accused of being a Freemason.

He became a government representative again during the Trienio Liberal (Liberal Triennium) and, at that time, he was also Archdeacon in Ecija. After Mexico's independence, he was named canon of Morelia and also served as a government representative and Senator.
