He was the Mayor of the province of Puno (Peru) and a government representative. He was the son of Clemente Gárate and María Antonia Cañizares. He studied at the University of San Antonio Abad where he obtained a degree in Law. He began his career in the legal profession as an assistant lawyer at the Royal Court of Cuzco. He was later introduced to the vice regal administration and he occupied the position of advisor of the Cuzco City Council. He also became secretary of his diocese and later, sub-delegate of the Chucuito party. He acted against the Governing Board of La Paz in 1809.
In 1812 he was elected representative of Puno and arrived a year later to the Iberian Peninsula. He defended there the necessary economic development of his province and for that purpose he proposed an improvement in agriculture, as well as the promotion of mining activity, without the intervention of the Lima mining court. He also considered it necessary to promote educational measures. After the arrival of Ferdinand VII in 1814, he was one of the signatories of the "Manifesto of the Persians" of 1814, and was appointed Mayor of Puno. After the independence of Peru he went into exile in Spain where he died. He married Petronila Cabrera.
