He was a dean and government representative. He was the son of Juan Valentín de Guinea and Úrsula Sarralde. In the 80's he was linked to the Santo Toribio School in Lima and to the Conciliar Seminary of San Carlos. He was the public prosecutor in the archiepiscopal visit that took place in 1785. In 1810, he was promoted to dean of the cathedral of Trujillo in Peru. In 1813 he was elected representative of Trujillo in the Cortes of Cádiz. In his parliamentary activity he stood out for his request for the creation of a Court in Trujillo, alleging the existing distance between it and Lima; he also promoted the development of the mining sector in Trujillo. In addition, he was a strong defender of loyalty to the Monarchy. He received the supernumerary cross of the Order of Charles III and was a corresponding member of the Royal Academy of History. In 1815, before returning to Trujillo, he received a permit to read forbidden books. In 1821 he made a testament in favor of Miguel de Cortavarría.
