He was a noble, government representative and IV Count of San Miguel de Carma. He was the son of Gabriel Herboso Figueroa and Francisca de Astoraica Herboso, III Countess of San Miguel de Carma. He was an officer of the Reales Cajas of Potosi and perpetual alderman of the La Plata town hall. Although he was elected representative in the Cortes of Cádiz in 1810, he never took office and was replaced by Mariano Rodríguez de Olmedo. The process of independence of Bolivia affected the family fortunes very negatively. He got married twice. He got married to his first wife, Manuela de Larreátegui y Pérez de Montoya, in 1787; the marriage took place at the behest of justice, since Domingo Herboso had not kept his word to the young woman and had fled to Spain. His second marriage took place in 1827 with Cleofé de Tezanos Pinto. He was appointed a Knight of the Order of Charles III.
