He was a lawyer and a government representative. He was born to Miguel Serafín del Castillo, the alderman of San Miguel de Piura, and Juana Eufemia Talledo. He was educated in different institutions: in the Royal Seminary of Trujillo and in the Royal Convent of San Carlos. After that he went to the University Of San Marcos where he obtained his bachelor's, master and doctorate degrees in Canon Law. He received his law degree from the Royal Court of Lima and was also an officer of the Viceroyalty's Secretary of State Chamber in charge of the War and Navy business.
He was elected Government Representative of Trujillo in 1813 and had a very rough trip to the Iberian Peninsula. The frigate on which he embarked was captured by the French and he lost much of the documentation he carried. His incorporation to the Cortes (parliament) was anecdotal, since it only lasted until Ferdinand VII returned to the throne. He then asked the king for a job in one of the American Royal Courts and became a court member in Santa Fe.
