He was a lawyer and a government representative. He began his studies at the Tridentine Seminary of Caracas and at the Royal and Pontifical University of Caracas, where he obtained a degree in Philosophy in 1794, in Canons in 1798, and in Civil Law in 1799. In 1800 he obtained his bachelor's degree, and later, his doctorate in Civil Law. Three years later he was appointed attorney at the Royal Court of Caracas.

In April 1810, after the formation of the Supreme Conservative Board of the rights of Ferdinand VII in Caracas, which ignored the legitimacy of the Regency Council and the General Courts of the Kingdom, he participated, along with his brother Juan Antonio, in the meetings and deliberations of the Town council of the city of Coro which condemned and rejected the actions of the authorities of Caracas, recognizing the institutions established in the Peninsula after the dissolution of the Central and Governmental Supreme Board of Spain and the Indies, in early 1810. That same year, he participated in the military operations that led to the defeat of the army sent by the Supreme Board of Caracas, and led by the Marquis Francisco Rodríguez del Toro, who was in the vicinity of Coro.

According to the Royal Order of January 1809, he was chosen by the City Council of Coro to participate in the final three-step competition where he was chosen to represent the Captaincy General of Venezuela in the Supreme Central and Government Board of the Spanish Kingdom. On September 6, 1813 he was elected Government Representative of the city of Coro at the Cortes (parliament), but he did not take office. His brother Juan Antonio Zabala was also elected alternate representative, but he did not take office either.

In January 1815 he was appointed judge of the Court of Caracas and, in that same year, he was granted the cross of commander of the Royal American Order of Isabella the Catholic. From 1840 to 1843 he was governor of the province of Coro.
