History:

He was a devotee and government representative. He was the son of Francisco de Zufriategui, from Eibar (Guipúzcoa), and Catalina Mas de Ayala, a creole.

He was the Chaplain of the Royal Artillery Corps of the Río de la Plata Department; he was the Government Representative of Montevideo and the Eastern Band of Uruguay and North of the Río de la Plata (Viceroyalty of Buenos Aires) in the Cortes (parliament, 1810-1813). There was some controversy around his appointment, due to pressure from the Spanish authorities and the disagreement of part of the Montevideo City Council, to the extent that he had difficulty in taking the oath.

He was a typical representative of the colonial authorities of his province, he frequently intervened to show Montevideo's loyalty to Spain, communicating to the Cortes urgent demands for the intervention of the army, despite the fact that the majority of the Creole deputies were against such intervention in America. Thus, he asked the Cortes several times to send ammunition and troops against the insurrectionists of Buenos Aires, who nicknamed him Fray Sufra (Friar Sufer), which very early on showed his absolutist thoughts and caused him a certain isolation. He made several proposals to set a date for the dissolution of the Cortes. All this created great discontent, to the point that the City Council of Montevideo showed its disagreement and requested his dismissal and the appointment of another government representative.

He returned as a government representative in the Cortes of 1813 and then in the Cortes of the Triennium (1820-1822).
