He was an artilleryman and a government representative. He was the son of Manuel del Llano Villa, Marquis of Villaurrutia, and Francisca Javiera Nájera Mencos. He was the brother of Andrés del Llano, who also was a government representative. Both brothers moved to Spain for their education and Manuel entered the College of Segovia to study engineering. He then entered the Royal Artillery Corps and was promoted to the rank of general. He was a member of the Order of St. Hermenegild and was decorated for his actions against the French.
In 1810 he was elected alternate government representative of Guatemala and was one of the signatories of the 1812 Constitution. His participation was marked by the defense of the representativeness of the Latin Americans and he also focused on military issues. He proposed a series of reforms that were to lead to a liberalization and modernization of the army, as well as an increase in the degree of discipline. He also suggested the formation of a Military Board for the drafting of a military Constitution that had to also be endorsed by the Courts.
In 1815 he was promoted to brigadier and moved to America where he was part of the royalist forces until his capitulation to San Martin. He later developed a friendship with him and was promoted to the rank of general of the independence forces.
