He was a priest and government representative. He was the son of Baltasar Andueza and Gertrudis Medina. He studied Philosophy and Mathematics at the Real Convictorio de San Carlos de Lima and then went on to study Law at San Marcos University. He received his degree in law from the Royal Court of Lima and was also the vice-rector of the San Carlos College. He was the priest of Yunga and Palpa. In 1810 he was elected as Government Representative of Chachapoyas; in this position, he maintained a fairly neutral position without leaning towards the liberal or realistic side. However, he defended conservative positions, expressing not only his loyalty to the Monarchy, but also reticence when it came to establishing legislative changes. He asked for a College of Mining to be built in Lima.
On his return he was appointed canon of Trujillo Cathedral. He became a government representative in the first Constitutional Congress of Peru and was against the military pronouncement for the election of Riva Agüero.
