History:

Spanish economist, civil servant, financier and politician.

Son of Antonio de Parga y Pérez de Pazos, a native from Villacoba, and Francisca de Puga y Flores Cancio.

He went to the University of Santiago de Compostela, where he studied Law, and he received his PhD in Law and Canons.

He was elected a corresponding member of the Royal Academy of History in 1802, academic of the Sciences one in Baviera, of Medicine in Madrid and also a Member of the Imperial Mineralogical Society of Saint Petersburg, 1819. He was closely linked to the recently founded Museum of Natural Sciences, being appointed, in 1815, a member of its Board of Protection. This body disappeared during the Trienio Liberal (Liberal Triennium), but with the return to absolutism in 1823 the Board was reconstituted and Parga Puga was elected its president.

He worked as an employee in the Secretary of State and the Universal Office of Finance, Internal Affairs Secretary of State and of the Office of the Government in Peninsula, director of the Junta de Sorteos de las Reales Loterias and permanent member of the Royal Academy of Sciences. Parga Puga was named knight of the Royal and Distinguished Spanish Order of Charles III by Ferdinand VII. At the proposal of López Ballesteros, he was appointed as an honorary councillor of State in 1828.
