Spanish president of Aranceles and government representative. He was born in the garanadian town of Torvizcón, being the son of Agustín Banquerí and Manuela Romero.
He was member of the Public Law Academy in 1801, and was linked to the public adminsitration since 1814, when he became an oficial member the "Secretaría de Estado y del Despacho de Hacienda" until he retired as a president of Aranceles.
Moreover, he was a member of the Sociedad Patriótica de Amantes del Orden Constitucional and of the most conservative side as a government representative for Granada to the Cortes in the Trienio Liberal (Liberal Triennium).
He joined and formed the Comercial, Industry and Cannals Comission together with Guillermo Oliver, Ramón Sandalido de Zubia, Mariano Villa, Juan Subercases, Gregorio González de Azaola, José Alonso López y Nobal, Manuel Sánchez Toscano and Javier Martínez Enríquez. It was created in order to review the institutions.
In 1825 he married María Joaquina Banquerí. Justo José was an academic supernumerarian of History since 26 September 1834 and numerarian since 9 May 1845, being by that time its treasurer. He passed away on 28 April 1847.
