Spanish Law professor. He is one of the seven children of Fructuoso Álvarez Pérez, who is married to Adelina Valdés-Hevia y Vigil-Escalera. He studied Law at the University of Oviedo and the doctorate at the Universidad Central in Madrid with a scholarship from the Council for the Extension of Studies and the University of Oviedo. In addition, he studied Education at Oviedo’s Normal School and Political Sciences at the Universidad de Madrid.

From his academic career it is relevant to highlight that he was an assistant professor at the University of Salamanca and professor of Administrative Law at the University of Santiago de Compostela, yet he was transferred to the University of Oviedo in 1933 where he was the Rector of the university.

In addition, he held the following positions:

Secretary at Oviedo’s city council.

Chair of the Board Raimundo Lulio from the Spanish Higher Scientific Research Council.

Member of the Hispanic-Italian Institute and the International Institute of Administrative Science.

Member correspondent to the Real Academy of Moral and Political Science.

Member and director of the Institute of Asturian Studies.
