He was a profesor in International Law at Universidad de Granada. He was son of Rafael de Torres and María de los Dolores Campos. His younger brother was the renowned geographer Rafael Torres Campos. He died in Granada.
He studied at Instituto de Almería and later graduated in Administrative Law in 1870, and a year later he obtained his doctorate in Civil and Canonical Law.
He was professor in International Public and Private Law at Universidad de Granada in 1886 and until his death.
He was also a correspondent of the Real Academia de Jurisprudencia y Legislación in 1870 and its librarian from 1872 to 1880. He was also a member of the athenaeum of Madrid and secretary of the Legal Congress of Madrid in 1886.
He assisted several conferences in Spain and abroad and participated in many of them as a representative of the Universidad de Granada.
In 1893, he was the delegate of Spain at the International Conference on Private Law of La Haya. He was also the spokesperson of the Commission created to examine the territorial limits of the Republic of Ecuador and Peru.
