Spanish jurist and professor. He was the son of Secundino Barcia Arango. He started his academic training studying the baccalaureate at the High School of Lugo. He was awarded a degree in Law at the University of Oviedo and he kept with his studies due to the scholarship he received from the Council for Extension of Studies. He was awarded a doctorate at the Universidad Central in Madrid.
He outstood for being a professor of Public and Private International Law at the University of Murcia and the University of Santiago de Compostela, however, he was transferred to the University of Valladolid. In addition, he was dean of the Faculty of Law at the University of Santiago de Compostela and he was sanctioned in 1937.
He held other positions such as:
Member of the Institut de Droit International.
Special professor at the Universidad Nacional of Mexico.
Honorary doctorate by the University of Sao Paulo
