Spanish Minister of Public Instruction, Head of Department, Deputy and Senator. Santamaría graduated in Administrative Law from the Central University of Madrid, on 16th December 1875, obtaining the PhD in 1878. He was Head of Department of Political and Administrative Law at the University of Valencia in 1876. Moreover, he was the Secretary of the Faculty of Law at the University of Valencia between 1878 and 1882. In 1883, he became Head of Department of Political and Administrative Law, and knowledge about the Litigious at the Central University of Madrid. In 1902, he was appointed Dean of the Central University, and Count of Santamaría by Alfonso XIII in 1920. Finally, he retired in 1920. Santanaría held some other positions, such as lawyer at the Illustrious College of Lawyers of Madrid from 1874, president of the Social Sciences Section of the Ateneo of Valencia in 1879, General-director and Minister of Public Instruction, deputy at the Courts for the district of Motilla del Palancar (Cuenca) and for Cuenca during different legislatures, senator for Cuenca in 1901-1902 and life senator from 1902 to 1923, and Alfonso XIII's tutor.
