History:

Spanish economist from the Generation of ’98 and professor. He was the son of Francisco Bernis y Pérez Llanos and Elisa Carrasco y Rojas. He got married to Rosa Madrazo Torres.

He started his academic training in 1892 with the baccalaureate at the High School of Seville. Then, he studied a degree on Law at the University of Seville and he was awarded a doctorate at the Universidad Central in Madrid.

He outstood during his academic career for being a professor of Political Economy and Tax Authorities at the University of Santiago but he obtained an exchange and he moved to the University of Salamanca. He received a scholarship to go to England, France and Italy by the Committee of Extension of Studies. After a long time being away from the teaching field, he got the chair of Tax Authorities at the University of Granada when he came back to Spain.

He also held the following positions:

General Secretary of the Spanish Banking Board.

Chief of the internal trade section of the Commerce and Industry Institute.

Chair at the delegation of State in the National Railway Committee (representing the Ministry of Finance).

Substitute delegate in the Assembly of the League of Nations in Geneva
