Spanish deputy and head of department in Law. Born in Saldaña (Palencia). Amancio Saldaña and Florentina García Rubio's son. He died in Madrid.

Saldaña did secondary studies at the Institute of Leon, and graduated in Law from the University of Valladolid on 18th January 1898. He obtained the PhD from the Central University of Madrid in 1901. In 1909, Saldaña won a scholarship from the Spanish Government to further his studies in Criminal Law at the Universities of Berlin, Geneva, London, Oxford, Lisbon, Paris, and in the Solvay Institute of Brussels and the Superior Institute of Leuven.

Saldaña was the head of department in Criminal Law at the University of Santiago in 1908. On December 1908, he moved to the University of Seville, holding the same post. Head of Department of Superior Studies in Criminal Law and Anthropology at the Central University of Madrid in 1911. In 1913, he was named permanent professor at the Spanish Criminology Institute. Professor in Criminal Law at the School of Criminology in 1918, of which he was shortly after its principal. In 1934, he founded the International Association of Criminal Law. In 1937 he dismissed from all his active posts.

During the Spanish Civil War, he worked at the Embassy of Cuba in Madrid, where he died due to great suffering on 12nd October 1938.

Saldaña held some other positions, such as the founder of the Criminal Museum at the University of Madrid in 1911; deputy at the Consultative Assembly in the 1927-1928 and the 1928-1929 legislatures; collaborator of the drafting of the penal code of the II Republic, and founder and vice-president of the International Association of Criminal Law of Paris.
