Spanish International Law professor, diplomatic and politician. He was the son of Juan Cesáreo Castiella and María Maiz y Nordhausen. He got married to Soledad Quijano Secades.
He started his academic career studying the baccalaureate at the Institute of Vizcaya. Moreover, he studied Law at the Universities of Zaragoza, Valladolid and Madrid but he was awarded the degree on Law by the University of Zaragoza and the doctorate by the University of Madrid. He extended his studies at the University of Paris and he received a scholarship form the Council of Extension of Studies in order to study at the Universities of Cambridge and Geneva.
He started his academic career when he was appointed assistant professor. He got the chair of International Public and Private Law at the Universidad La Laguna and he was designated temporal assistant of the Faculty of Law at the Universidad Central in Madrid. After the Spanish Civil War he reintegrated provisionally at the University of Valladolid and he was aggregated to the Faculty of Law at the University of Madrid, where he was appointed professor of International Law History. In addition, he worked as the dean of this university. He was sanctioned and he started to work again in 1939.

Spain ambassador in Peru and before the Holy See.
Member of the Permanent International Court of Arbitration from The Hague.
Minister for Foreign Affairs.
Combatant of the Blue Division in the Second World War.
