Spanish political Law professor, economist, historian and jurist. He was the son of Carlos Colmeiro and Luisa Penido, and his brother was the botanist Miguel Colmeiro Penido. He started his academic training succeeding at his studies on Latinity and Humanities. He continued with the baccalaureate at the Literary University of Santiago and he got a degree and a doctorate on Laws.

His academic career outstood because he was the substitute of several chairs at the University of Santiago. He was appointed professor of Political Economy and Political and Administrative Law. Soon after, he received the chair of Political and Administrative Law at the Universidad Central in Madrid.

He carried out other activities:


Member of the Economic Society of Santiago, the Municipal Public Welfare Committee of Santiago’s City Hall and the Royal Council of Public Education.

Founder member and librarian at the Royal Academy of Moral and Political Science.

Deputy to Congress by the province of Pontevedra.

Honorary professor at the Universidad Imperial de Cracovia and the Universidad Imperial de Karkoff.

Elected Senator of the Royal Academy of History.

State counsellor.

Prosecutor at the Supreme Court.
