Spanish professor, lawyer and senator. He was the son of Francisco Comas and Ramona Arqués y Comas. He was married to Manuela Blanco de la Toja y Gautrier. He was the father of Augusto Comas Blanco de la Toja (1962-1953) who was a jurist, a deputy a landscape-painter and a well-known critic.

He started his academic training with the baccalaureate on Philosophy at the University of Barcelona. In addition, he received training on Jurisprudence and Philosophy (administrative section) at the University of Barcelona and at the Universidad Central. He was awarded a degree on Philosophy and Jurisprudence (Civil and Canonical Law) by the Universidad Central. It was at this university where he received the doctorate on Administration and Law.

He outstood in his academic career for being and assistant lecturer of Law at the Universidad Central. He was appointed professor of Commercial and Criminal Law at the University of Valencia. He was transferred to the Universidad Central and he made use of the chairs of Elements of Political and Administrative Law, Commercial and Criminal Law and the chair of History of Spanish Codes, Spanish Civil, Common and Regional Law. In addition, he was dean at the Faculty of Law in Madrid.

He belonged to the Bar Association of Madrid.

Prosecutor at the Northern District of Madrid.

Chair at the Legislative Commission in the Ministry of Grace and Justice and the Higher Board of National Assets.

General Director of Statistics and Administration (Ministry of Public Works).

Deputy to Congress by the province of Pontevedra.

Senator by the University of Valencia.

Counsellor of Public Education.

Counsellor of the Banco Hipotecario de España [the mortgage bank of Spain].

Scholar of the Royal Academy of Moral and Political Sciences.
