Spanish professor of International Law, judge, senator and deputy. He was the son of Juan María Conde Criado and Rafaela de Luque Navajas. He was also de brother of Tomás Conde Luque (mayor of Córdoba and president of the provincial council of Córdoba) and Ignacio Conde Luque, secretary at court. He was married to Florina Garay Anduaga.

He started his academic training studying the baccalaureate on Philosophy at the University of Seville. After that, he got the baccalaureate on Jurisprudence and the degree on Theology at the University of Madrid. He was awarded a degree on Civil and Canonical Law at the University of Santiago and he was awarded a doctorate on Civil and Canonical Law at the Universidad Central.

He outstood during his academic career for being appointed substitute lecturer in the Faculty of Theology at the University of Santiago in 1859. He ceased to be designated professor at the University of Salamanca. He was transferred to a different chair at the University of Madrid and he was in charged on teaching Sacred Bibliography. He ceases since he was selected deputy at the Spanish parliament and he went back to the University of Salamanca as an assistant on Theology in 1868. In that same year he was appointed professor of the Ecclesiastic Discipline in the Faculty of Law at the University of Granada. He made use of the chairs of Comparative Legislation, Elements of Political and Administrative Law and the chair of International Public and Private Law at the University of Madrid. Moreover, he was rector and vice rector of this University.

He also carried out the following activities:

Director of the Catholic magazine La Tradición.

Shareholder of the Free Educational Institution.

Director General of the Civil Register, the Land registration and the Public Notary’s Office.

Director General and Counsellor of Public Education. President of the Permanent Commission of the Council of Public Education.

Prosecutor at the Supreme Court.

President of the section of Political and Moral Sciences at the Athenaeum from Madrid.

Deputy at the Spanish parliament (district of Córdoba).

Sub secretary of Grace and Justice.

Senator by the provinces of Salamanca and Córdoba as well as by the University of Madrid.

Member of the Royal Academy of Political and Moral Sciences.

They King Alfonso XIII awarded him with the title of the County Leyva the 15th of August of 1918.
