Spanish politician and professor. He married María Vara del Río and he died in exile in Mexico. He studied Law at the University of Valladolid and he got a PhD from the Central University of Madrid in 1929.
Rafael de Pina was a Professor of Judicial Procedures and Forensic Practice and Drafting of Public Instruments at the University of La Laguna in 1929. He was appointed in 1929 Secretary‑General of that university and dean of the Faculty of Law of the university in March 1932. In 1932 he went to the University of Seville, occupying the Chair of Procedural Law. In 1937, his definitive separation from service and disqualification for positions of confidence were arranged. After the war he went into exile in France. He was the brother of José Pina y Mián, with whom he went into exile to Mexico aboard the ship 'Sinaia' in 1939.
In Mexico he taught at the National Autonomous University of Mexico.

He worked as a journalist in Madrid. Member of Partido Unión Republicana (Republican Union Party). Civil Governor of the Province of Santa Cruz de Tenerife from 1933 to 1934. Parliamentary deputy for the circumscription of Seville in 1936. Delegate of the Government in the Guadalquivir Hydrographic Confederation from 1937 to 1938.
