He was a Spanish jurist. Son of Blas Pérez García and María Puyol Serradilla, he married Magdalena Rovira y Puig. He studied the baccalaureate of Philosophy and Jurisprudence at the Universidad de Salamanca. He graduated in Jurisprudence at the Universidad de Salamanca on the 31st of October, 1850, obtaining his doctorate at the Universidad Central in 1851.
Professor of Roman Law of the Universidad de Santiago de Compostela in 1855. He moved to the Universidad de Valladolid to the same chair in 1856. He moved to the Universidad de Valencia, where he was professor of various chairs, in 1858. He was appointed rector of the Universidad Literaria de Valencia in 1869. He retired in 1888.
Other positions he held were:
Lawyer of the Ilustres Colegios de Salamanca y de Valencia. Standard-bearer and official of the National Militia in Salamanca. Reviser of the Academia de Valencia de Legislación y Jurisprudencia in 1860. President of the Real Sociedad Económica de Amigos del País de Valencia in 1867. He was appointed President of the Ateneo de Valencia in 1875.
