Spanish Law professor and jurist. He was the son of Pere Flaquer and Rosa Fraisse. He got married to Catalina de Tós y Damiá and they were the parents of the lawyer Pedro Mª Flaquer y Tos.

He started his academic training with the baccalaureate on philosophy. He got two degrees at the University of Barcelona, one on Jurisprudence and another one on Philosophy and Literature.

He was awarded three doctorates at the Universidad Central in Madrid:

Doctor of Philosophy, in the Literary Section with the thesis: “San Isidoro: su influencia en la Edad Media” [St. Isidoro: his influence in the Middle Age].

Doctor of Jurisprudence with the thesis: “Bellezas de la legislación civil catalana” (printed, 1858) [Beauties of the Civil Catalan Legislation].

Doctor of Administration with the thesis: “Principios en que estriban las constituciones políticas” (printed, 1859) [Principles in which political constitutions are based on].

He started his academic career being a lecturer at the University of Barcelona. He was appointed professor of Political Law of the Major Countries, Commercial Law and Customs Legislation at the University of Valladolid. He was transferred to the University of Barcelona, where he took office of the chair of Political and Administrative Law after the reform of the studies program.

He also held the following positions:

Lawyer at the Bar Association of Barcelona.

Scholar at the Academy of Jurisprudence and Legislation in Barcelona.

Member of the Academy of Belles Lleters of Barcelona; the Economic Society of Friends of the Country from Barcelona; the Catalan Agriculture Institute of San Isidro; and the Academy of Santo Tomás de Aquino.

Founder member of the Catalan Athenaeum; cofounder and president of the Academy of Administrative Law in Barcelona.
