He was a Spanish professor of Law, son of Eustaquio Pardo Medel and Marta Moneo. He studied the baccalaureate and the degree at the Universidad de Osma, obtaining the doctorate in Canons in 1824. He obtained the baccalaureate in Jurisprudence in 1818 and graduated at the Universidad de Valladolid 1826.

Professor of History and Elements of Canon Law of the Universidad de Valladolid in 1834. Professor of Prefaces and Elements of the Universal and Particular Canon Law of Spain in 1852. He moved to the chair of Canon Law in 1855: general discipline of the Church and particular of Spain at the Universidad de Valladolid. Vice rector of the said university from 1829 to 1839.
