He was a Spanish professor that was born in Oviedo and passed away in Madrid. He was the son of José Galcerán and Nicasia Cifuentes. He married Presentación de Valdés Peón.
He began his academic career with the high school at the High School of Oviedo and of Barcelona. He graduated from Law and obtained the doctorate from the University of Barcelona; in addition, he also studied Philosophy and Literature. He studied Theology at the University of Oviedo and at the Council Seminary. He did his doctorate in Law and Philosophy and Literature at the Central University.
His academic career began with him as a temporary professor of the University of Barcelona. He was appointed professor of Political Economy and Public Finance; and Trade Law of the University of Oviedo. Moreover, he worked as Dean of Philosophy and Literature; and of the Faculty of Law, Rector and Vice rector of the University.
In 1937 the purging process began; but he was not subject to be sanctioned and his charges were confirmed.
