He was a Spanish professor of Law. Son of Matías Ortiz de Urbina and Magdalena Pascual, he married Tomasa Magallón.
He studied political economy and mathematics at the "Sociedad Aragonesa". He studied the baccalaureate in Laws at the Universidad de Zaragoza and obtained the degree and the doctorate in Laws in 1824.
Professor of New Compilation of the Universidad de Zaragoza in 1825. Professor of Spanish Civil Codes, Code of Commerce and Criminal Matters of the Universidad de Zaragoza in 1845. He was appointed dean of the Faculty of Jurisprudence in 1848. He retired in 1865.

Secretary of the Comisión Regia de Aragón in 1823. Syndic General Attorney of Zaragoza in 1824. Parliamentary deputy in 1865.
