He was a Spanish politician. Son of Ángel Montero Patiño and María Francisca Ríos, he married Avelina Villegas Rubiños and they had eight children. He completed the baccalaureate in Philosophy and in Jurisprudence and graduated at the Universidad de Santiago de Compostela on the 29th of September of 1858, obtaining the doctorate in Law in 1859.
Professor of General Discipline of the Church and Particular of Spain of the Universidad de Santiago de Compostela in 1860. Professor of History and Elements of Spanish Civil, Common and Foral Law of the Universidad Central de Madrid in 1864. Professor of Institutions of Canon Law of the said university in 1865. Professor of High Studies of Ecclesiastic Public Law of the Universidad Central in 1881.
Other positions he held were:
Lawyer since 1858. Parliamentary deputy by the provinces of Pontevedra, La Coruña and Madrid. Minister of Grace and Justice since 1870 until 1893. He participated in the creation of the Institución Libre de Enseñanza in 1876. Minister of Development from 1885 to 1886. Life Senator since 1889. Councilor of State since 1904.
