He was a Spanish politician and professor. Son of Bonifacio Montejo Robledo and Tomasa Rica Ravassa, he got married with Isabel Jiménez Abril. He completed high school at the Senior High School of the Noviciate of Madrid and graduated in Law at the Universidad de Madrid on the 10th of October of 1874, obtaining the doctorate in Law in 1874. He graduated in Administrative Law at the Universidad de Madrid in 1876. He obtained the doctorate in Law (section of Civil and Canon Law) in 1880.

Professor of Theory of the Spanish legal proceedings and forensic practice of the Universidad de Madrid in 1882. Professor of civil, criminal, canon and administrative Law and of Theory and practice of writing of public instruments of the said university in 1884. He retired in 1928. He was appointed honorific rector of the Universidad Central that same year.

Other positions he held were:

Lawyer of the Ilustre Colegio de Abogados de Madrid since 1878. Parliamentary deputy by the districts of Morón de la Frontera and Santa Cruz de la Palma in 1887, 1891 and 1898. Senator by the province of Cuenca in several legislatures. He was appointed Life Senator in 1919. Minister of Public Instruction and Fine Arts from 1920 to 1922. Vice President of the Real Academia de Jurisprudencia y Legislación. Member of the Real Academia de Ciencias Morales y Políticas since 1914.
