History:

He was a Spanish politician who was born in Torrelaguna (Madrid). Son of Fermín Montalbán and Isabel Herranz, he passed away in Madrid.

He studied at the Convento de los Padres Franciscos de Torrelaguna and graduated in Laws at the Universidad de Alcalá in 1833.

Professor of the Academy theoretical-practical of the Universidad de Madrid in 1847. Professor of Theory of the proceedings, forensic practice and Spanish public and administrative Law in 1848. He was appointed professor of Widening of Spanish civil law in 1850. Professor of Compared Legislation, which belonged to the courses of doctorate, in 1856. He was appointed rector of the Universidad Central in 1862. He retired in 1866.

Other positions he held were:

Provincial deputy of Madrid from 1841 to 1843. He was chosen senator in 1872. Minister of the Territorial High Court. Member of the Academia Matritense de Jurisprudencia y Legislación. General director of Public Instruction in 1855.
