He was a Spanish professor of Law who was born in Granada. He was son of Antonio Mesa Moles, professor of Administrative Law of the Universidad de Sevilla, and of Asunción Segura Soriano.
He studied the baccalaureate and graduated in Law at the Universidad de Granada on the 15th of October, 1930. He enjoyed a scholarship at the School of St Clement of Bologna (Italy) in 1930. He continued his studies of Public Law in France and Germany. He obtained the doctorate in Jurisprudence at the University of Bologna in 1932. The Junta de Ampliación de Estudios (JAE) granted him with a scholarship in 1932 in order to continue his studies in Germany.
Professor of Administrative Law of the Universidad de Santiago de Compostela in 1941. He moved to the Universidad de Granada occupying the same chair in December of 1941. He was appointed dean of the Faculty of Law of the said university in 1963 and honorary dean in 1969. He retired in 1981. In 1941, it was opened a sanction expedient and he was declared free without sanction.
