He was a Spanish politician who was born in Seville.

He graduated at the Universidad de Sevilla on the 21st of June, 1884. He graduated in Law at the same university on the 20th of June, 1885, obtaining the doctorate in Philosophy and Humanities at the Universidad Central de Madrid in 1886. He obtained his doctorate in 1886.

Professor of Civil Law of the Universidad de Oviedo in 1915. He moved to the Universidad de Sevilla to the same chair in 1919.

Other positions he held were:

Parliamentary deputy by Seville from 1903 to 1923. Lawyer, member of the Ilustre Colegio de Abogados de Sevilla since 1887. Lawyer of the Colegio de Abogados de Huelva from 1893 to 1894. President of the sections of Sociology and History, and of the one of Jurisprudence of the Athenaeum.
